Chlorine, UV, and most other sanitizers are designed to kill or inactivate microorganisms — not to deal with dirt. Turbidity (suspended silt, clay, algae, and organic matter) physically shields pathogens from disinfectants and scatters UV light before it ever reaches them.
Cloudy, high-organic-load, or high-color source water — well water, rainwater catchment, pond water, gray water — also consumes disinfectant demand before it ever gets to work on the pathogens you actually care about, and can leave objectionable color, odor, and sediment even after sanitizing.
Pre-treatment closes that gap. Coagulation and flocculation bind suspended particles into settleable flocs that are removed before disinfection, so your sanitizer is treating clear water instead of fighting through mud. Depending on your source water, that might mean just a coagulant and a flocculant — or coagulation, flocculation, and pH correction together.
